    Maharashtra Government Launches MATRIX Initiative to Support Startups

    The Maharashtra government has approved the MATRIX initiative, a programme designed to enhance technology-driven startups by expanding incubation facilities. The Industries, Energy and Labour Department released a Government Resolution (GR) detailing the scheme. This initiative aims to provide early-stage entrepreneurs with affordable workspace, expert guidance, and easier access to funding.

    According to the GR, nearly 200 incubation centres will be established under the MATRIX scheme, offering a combined area of about 15 lakh square feet. These centres are expected to support at least 10,000 startups over five years. The state anticipates that this initiative will attract investments worth Rs 1 lakh crore through venture capital, private funding, and other sources.

    Focus on Inclusive Entrepreneurship

    The scheme aims to generate around one lakh jobs by scaling up innovation-led enterprises. It focuses on creating a robust ecosystem that helps entrepreneurs transform ideas into viable businesses. The incubation centres will offer plug-and-play office spaces, high-speed internet, laboratories, prototype development tools, meeting rooms, and access to legal, financial, and branding support.

    Startups will also receive assistance in identifying potential markets and connecting with investors. The GR outlines four incubation models: hub-and-spoke method, collaborative structures, cluster-based incubators, and standalone centres. These models allow institutions to choose formats suited to local needs, ensuring smaller towns and rural regions benefit from the initiative.

    Expanding Startup Culture

    The scheme is open to various institutions such as universities, government-run research bodies, recognised national and international incubators, non-profit organisations, and corporate-backed incubation centres. All applicants must meet eligibility conditions specified in the GR. To promote inclusivity, 10 per cent of incubation capacity is reserved for startups promoted by SC/ST communities, women, and minorities.

    Officials stated that MATRIX aims to reduce financial and logistical barriers that often deter new business ventures. By providing ready-to-use infrastructure and expert support, the state hopes to encourage more young innovators to pursue technology-led entrepreneurship. The scheme is also expected to extend startup culture beyond Mumbai and Pune into Tier-II and Tier-III cities.

    Positioning Maharashtra as an Industry Hub

    The government believes MATRIX will play a crucial role in establishing Maharashtra as a hub for next-generation industries like artificial intelligence, biotechnology, agritech, fintech, robotics, green technology, and cybersecurity. The GR highlights that the long-term objective is to create a pipeline of high-growth companies contributing significantly to the state’s economy.

    This initiative is designed to make entrepreneurship more inclusive and accessible while fostering economic growth across diverse regions in Maharashtra. By supporting innovation-led enterprises through comprehensive resources and guidance, the MATRIX scheme aims to transform the state’s startup landscape.
